Based in Oklahoma City, the International UFO Bureau was directed by Hayden C. Hewes. September 1973. Hewes asked Georgia Governor Jimmy Carter for an account of his sighting, and Carter filled in the form on September 18. The year before, Hewes had camped out in search of Momo, the Missouri Monster, and called it likely an unknown form of hominid. In 1975 the Bureau's Shirley Fickett arranged hypnosis for David Stephens and Glen Gray after their Oxford, Maine encounter. An offshoot, Sasquatch Investigations of Mid-America, took Hewes into the field after the Noxie Monster.
