Context
In the mid 1960s the Loch Ness Phenomena Investigation Bureau was gathering sighting reports from around the loch. Its co-founder, David James MP, was also writing to Sir Solly Zuckerman, the UK government's Chief Scientific Adviser. A 1963 independent panel had found that no scientifically satisfactory evidence had been put before it. In May 1965 James told Zuckerman that a Royal Society grant had been refused. The Bureau kept collecting.
