An Air Force unit based at Wright-Patterson AFB, the Foreign Technology Division surfaces across three very different cases. June 22, 1966. One of its officers, 1st Lt William F. Marley Jr., interviewed Gulley by telephone about the Nederland object in Texas and found no feasible explanation. Two years later, after the Pokhara fallen object, a State Department memorandum noted the division thought the pieces could be of great value, whether Chinese or Soviet. And in September 1983, its translation of a Hangtian article on the 1981 sky spiral over western China was approved for release.
