The United States Navy submitted a report of an unidentified anomalous phenomenon to the All-domain Anomaly Resolution Office (AARO) consisting of 20 seconds of video footage from an infrared sensor aboard a civilian aircraft in 2019. An accompanying Range Fouler Debrief, DOW-UAP-D090, describes the phenomenon as exhibiting “flight characteristics unlike anything [the observer] had seen in 28 years [of service] for the U.S. Air Force and U.S. Navy. The report characterizes the phenomenon as “small” and “travelling in a straight line [in the] opposite direction at high speed.” Video Description: 00:01-00:011: An area of contrast is visible near the center of the screen. 00:12-00:014: The sensor changes its level of zoom and display mode, flashing white before returning to normal function. The area of contrast exits the sensor field-of-view to the left side of the frame. 00:15-00:20: The sensor changes settings, causing the screen to flash white. No content. This archival footage is a digitization of a 16mm print of Kodachrome color motion-picture film shot on a handheld Bell & Howell Auto Master camera near Tremonton, Utah, on July 2, 1952. U.S. Navy Chief Warrant Officer Delbert C. Newhouse reported observing and filming a group of bright airborne objects and shortly thereafter submitted the footage to the U.S. Air Force. The film later became one of the visual cases reviewed by Project Blue Book, the 1952–1969 U.S. Air Force program that investigated the nature and origin of unidentified flying objects (UFOs). The film’s limited detail and lack of fixed reference points prevented a conclusive resolution. From the 55-second mark onward, the film transitions to unrelated footage appearing to show a demonstration of sewing equipment. The presence of unrelated sewing-equipment footage suggests that the surviving footage may be a composite or reused print, though the available record does not establish how or when the materials came to be combined. As documented in records submitted with the film, contained in this collection under the title DOW-UAP-D102, the footage originally was paired with mountain scenery from Idaho, which is not preserved in this digitization.

The United States Navy Unidentified Anomalous Phenomena Task Force (UAPTF) transferred this media to the All-domain Anomaly Resolution Office (AARO) in 2022. The video contains 53 seconds of footage. This footage is a secondary capture, recorded via a hand-held recording device, of an infrared sensor display aboard a U.S. military platform. This footage does not represent native primary sensor data, and the secondary recording method introduces limitations in fidelity, resolution, and overall visual quality. Artifacts inherent to filming a screen, such as blurring or flickering, may be present. The footage contained within DOW-UAP-PR123 through DOW-UAP-PR127 was captured contemporaneously. This media was digitally altered before being reported to AARO, and is presented as it was received. Video description: 00:00-00:01: An area of contrast remains generally centered within the sensor field-of-view. 00:02-00:29: The sensor zooms in on the area of contrast. 00:30-00:53: The area of contrast loses distinctiveness against the background.
