This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
## UNCLASSIFIED 10. 10.17 21:47 - black of dawn, Philippine Islands - 12 November 1942 . The following exercise heavily into any possible deterioration of this incident: the reported memorability of the object, and the character evaluation of the witness. If the roots are as marvelous, more there is an astronomical explanation for the clearest question. For point favor the havin' bees a daylight mirror: the amber-white color, spread farther than that of a jet plane, rearing; moles, similarity to "air writing;" and the time or day of the observation. Use tautian, neverer, if really performed, oppose it stroniously. The question is, did this object naturally occur in and out of a cloud body — 1.0, did it make turns or 190° at a level it is possible that such impressions were merely illusions. The situation are the object intermittently through clouds. It is not clear whether it ever saw it at what a cloud was round or only in the tiny background between clouds, a fact which is highly important. If he saw it only in traces between clouds, this fact, coupled with its great speed, makes it clear that only momentary impressions could be obtained. Such observations, by an untrained observer, may arise forth a doc- ornition that is extremely unlike the facts. The introduction of a fuselage with windows could even more easily have been a sign of the imagination. Unless more available information concerning this incident bones available, the present investigator cannot say whether an astronomical ex location is possible, or not. UNCLASSIFIED
