This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
Inidact ,205 -- Cartia ,-12041 -- 31 uetotor (7) 194J The rugue nature of the information reported in this leaf does and the informed unreliability of the observer makes it difficult to take the inadvertent seriously, especially since the observer has obviously judged to conclusions on the basis of insufficient evidence. However, if erosion is given to the observations, either they must be placed with the group of "aluminum-colored objects," or, if liberal allowance is made for adjective expressions, one could attempt a point to say that a slow-moving fireball was seen. This hy-pothesis is far fetched, but the speed of the object and the time of day favor it. The fact that the observer stated that the object was aluminum colored actually means little, since it immediately identified it as a flying saucer, which in turn from newspaper reports to be such a color. It is very difficult to Goal with reports of untrained and unreliable observers, because they invariably see in an insistent what they wish to be there. From a purely physical basis, this inviolator would prefer the natoario hypothesis, even though the evidence is entirely insufficient to establish it. UNCLASSIFIED
