This declassified National Security Council file from the Clinton Presidential Library covers a draft Presidential Determination dated 20 September 1997, which John Hamre sent to President Clinton through Mr. Berger. The determination would renew for one year an exemption under the Resource Conservation and Recovery Act. The exemption shields classified information about the Air Force operating location near Groom Lake, Nevada, from disclosure during the Kasza v. Browner and Frost v. Perry litigation. EPA and Justice concurred.
