September 1989. Hurricane Hugo was closing in on the South Carolina coast. On the beach at Pawleys Island, Jim and Clara Moore were out walking when they saw a man dressed in gray. He came toward them. Jim raised his hand to say hello. The man disappeared. The Moores left the island. When they came back after the storm, their house had come through with virtually no damage, while neighbours' homes suffered extensive damage. In 1990 they told their story on Unsolved Mysteries. An old Lowcountry legend became a national one. The Gray Man, the ghost who walks the beach before a hurricane.

Context

Pawleys Island is an Atlantic coast barrier island in Georgetown County, South Carolina. For generations its residents have told of a figure who walks the sand before a great storm. They call him the Gray Man. He is described in a long gray overcoat and hat, sometimes dressed like a pirate or appearing as a shadowy, translucent figure in a cloak, and some say he has no legs. Those who see him, the story goes, should leave, and those he visits are spared.

The legend is said to date from 1822, when a young man was lost in pluff mud on his way to his fiancée. Other versions name a Confederate soldier coming home in 1865, or Plowden C. J. Weston of the Pelican Inn, who died in 1864. Sightings were told before the 1893 Sea Islands hurricane and before Hurricane Hazel in 1954.

The sighting

September 1989. Hurricane Hugo was moving toward the Carolinas. Jim and Clara Moore, a married couple who lived on the island, went walking on the ocean beach near their house.

A man dressed in gray was coming the other way. The two parties drew closer. Jim Moore later remembered the moment. "When I got within speaking distance, I raised my hand to say 'hi' or 'beautiful evening' or whatever, and he disappeared." They reported no sound and no light. Only a man in gray. Then nobody at all.

The storm

The Moores left the island. Hugo came ashore near Charleston around midnight on 21 and 22 September 1989. When the couple returned, their house had received virtually no damage. It was described as the only house on their block not destroyed by the surge, while neighbours' homes suffered extensive damage.

Years later, Melanie Moore Tanner told Weather Channel producers that her parents had seen a shadowy male figure dressed in gray before Hugo. The family home survived, even though its insurance had lapsed mere weeks before.

Television

On 31 October 1990, NBC's Unsolved Mysteries aired the Moores' story in its third season. The broadcast carried the Gray Man far beyond the Lowcountry. In 2014 the Weather Channel returned to the legend in American Super/Natural, in an episode titled "Haunted Hurricane Island."

The debate

No official inquiry ever looked into the sighting, and no photograph of the figure exists. No one has accused the Moores of a hoax. But Garden & Gun reports that before Hugo, Arney Love's father was himself mistaken for the Gray Man, and the Love home was also spared. Real people in gray clothes walked that beach.

Historians have their own doubts. The legend does not appear in print until Julian Stevenson Bolick's Waccamaw Plantations in 1946 and Georgetown Ghosts in 1956. Lee Brockington believes it became better known after Hurricane Hazel. She values it for awareness-raising rather than as literal fact. "I believe in the power of the story."

Legacy

The Gray Man still walks in the island's imagination. In the summer of 1975, a driver saw a shadowy figure in a hat and coat in his car headlights during a storm, and it disappeared into the marsh shortly before the road flooded. When Hurricane Florence approached in 2018, people walking the beach said they had seen the Gray Man on Pawleys once more. Each time, the question returns. A neighbour in a gray coat, or something else walking the beach ahead of the storm.
