Sunday night, 26 April 2015. A vehicle travels along the Lubao Diversion Road in Pampanga, in the Philippines. Patrick Gallardo notices them first. Three lights, hanging in the dark sky. Then more appear. Soon there are ten, arranged like the letter V. They do not drift. "They were really in the sky, floating," his cousin Paolo Gallardo said. For a good 5 to 8 minutes the lights held their place. Then they faded. Paolo's video reached ABS-CBN's TV Patrol, and the state weather agency PAGASA took a look. Drones, the police said. Not drones, said PAGASA. No final answer ever surfaced.
Lubao is a town in Pampanga, in Central Luzon. A diversion road runs through it, an alternative route for traffic. In late April 2015, the province was busy in another way. Balikatan 2015, the joint US and Philippine military exercise, ran from 20 to 30 April, with its closing ceremony at Clark Air Base in Pampanga.
