MEMORANDUM FOR DIRECTOR OF COMMUNICATIONS-ELECTRONICS
ATTN: Major York, AFOACS/O
SUBJECT: AFOIN Comments on Proposed Revision to CIRVIS
1. Reference the proposed revision to CIRVIS which is included as Enclosure "A" to Joint Communications-Electronics Committee Memorandum for the Joint Coordinating Panel dated 9 August 1955, subject: "Communications Instructions for Reporting Vital Intelligence Sightings from Aircraft (CIRVIS)."
2. AFOIN coordinates on the proposed revision with the following comments:
a. The title of the document should no longer contain "from aircraft," "while airborne" or similar phrases since the paper will now cover sightings from the air and water and some from certain land observers.
b. Enclosure "A" should have "JANAP 146()" removed from the upper right-hand corner of page 1-1.
c. In sub-paragraph 201a(1)(a) add "Hostile or unidentified" at the beginning of the sentence.
d. In 201a(1)(f) delete all after "unusual location."
e. In 203 delete "or include" in the first line.
f. In 205b add "or erroneous" after "friendly."
g. In 206a(1) add "whichever is the more convenient," after "St. Hubert, Quebec."
h. In 206b add "(2) Canadian and US military communications stations will multiple address the CIRVIS reports to the following address designations:" in the proper place after 206b(1)(a)3. Change the present (b) to (a) under this new (2). Then add under it after 4. "5. RCAF Air Defense Command (CANAIRDEF), St. Hubert, Montreal, P,Q," and "6. Appropriate Flag Officer in Command:" with subparagraphs a. and b. as follows: "a. Canadian Flag Officer, Atlantic Coast, (CANFLAGLANT),
