This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
Instant plus Columba. Cairo -- 31 July 1943 There is no astronomical explanation for this incident. If the information offered is to be given any weight at all, the most likely explanation is that a cluster of balloons, or a balloon with several fire-jets hanging; below it, was observed. Correction for this interpretation is probably furnished by Laoldenta y135 and 137, which occurred a few hours later near this location. The object reported in y137 proved to be a "county-fair" type balloon.
