This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
## UNCLASSIFIED Incident 2164 -- near entrance, Mistana -- 24 July 1943 1943, 2 -- near Illusatena, Vilnius -- 24 July 1943 The famous "speech with" alphabetic report in Ireland 164 would be compared with 163 and 26, and also with 161 and 26, which together constitute a separate insidious if facts are correct as given. For 2141, there is an astrological explanation if we accept the report at face value. The shorter probability of the roots as stated, particularly in the absence of any known aircraft in the vicinity, makes it necessary to see whether any other explanation, even though far retired, can be considered. The two reliable pilots obviously seem uncertain. If one extracts from their reports parts of the desorption — "transendous surma or flame," "alger-stagod," "dias, yeared into a cloud," "orange-red flame," "time in sight fire to ten seconds" — one sees that this must, at least, could be satisfied by a brilliant, slow-breaking meteor. The orange-red flame is particularly attractive. It is, perhaps also, that the only person aware at the time the two pilots aligned the object gave a desorption that does not tally with that of a "eyeso only" but does agree with that of a meteor. it will have to loft to the psychologists to tell us whether the investigate trail of a urinary motoor could produce the objective impression of a ship with lighted windows. Considering only the Chiles-hittou lighting, the hypothesis seems very improbable, however, not included in the summary but mentioned in the UNCLASSIFIED
