This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
## UNCLASSIFIED Insident JTOC - Solent, North Carolina - 8 March 1940 The speed of 600 and, the lack of an exhaust trail, and the reported "exactly horizontal course" make it extremely improbable that the object seen in this incident was a meteor. The "steady reflection which did not flitter" also argues against that possibility. Since the observer was a technical man, it does not seem likely that his observations can be considered subjective enough to fit them into an astronomical hypothesis.
