This August 1949 technical report from the US Air Force Air Materiel Command presents Project Grudge's investigation of unidentified flying objects through January 1949. Drawing on consultants including Dr. J. A. Hynek, Rand Corporation, the Air Weather Service and Dr. P. M. Fitts, it explains most of 244 incidents as balloons, aircraft, astronomical phenomena, hoaxes or psychological errors. It concludes the objects pose no direct threat to national security and recommends reducing the investigation in scope.
## UNCLASSIFIED Inaidant 968 - Portland, Oregon - 24 June 1947 There is no astronomical explanation for this inadvertent, which should be considered together with the nowatt Arnold case (y17), which occurred on the same day, and in which similar discoid objects were observed. (The present objects appeared to have tails, however; another major difference between this and the Arnold instent is the inferred else of the objects, as determined from the estimated distance.) It is difficult to take seriously the parallel action of the compass, for this would imply fantastically large magnetic fields.
