JANAP 146 is a joint US and Canadian communications publication, released here by the National Security Agency, that sets out uniform instructions for reporting vital intelligence sightings to military authorities. It covers CIRVIS reports from aircraft and land observers and MERINT reports from vessels. Unidentified flying objects appear among the reportable items, along with missiles, hostile aircraft and submarines.
