This FAA memorandum from Quentin J. Gates, Air Traffic Manager at the Anchorage Air Route Traffic Control Center, is dated January 9, 1987. It certifies a transcript of radio and interphone communications about Japan Airlines Flight 1628 on November 18, 1986, from 0214 to 0259 UTC. The crew reports unidentified traffic nearby.
