This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) holds records from 1956 to 1961. It includes press clippings, NICAP letters signed by Director Donald E. Keyhoe, and internal Bureau memoranda. It also contains Hoover's replies saying the FBI does not investigate UFO sightings and passes reports to the Air Force. Other items cover a 1960 Grand Blanc, Michigan moon photograph by Joe Perry, an Air Force officer's request to curb NICAP, and a citizen asking whether NICAP was Communist sponsored.

that investigation of these matters was not within jurisdiction of Bureau but that Air Force was responsible Agency. Hall wanted to know whether there had been any change in our policy; whether the Bureau gathered evidence of UFO for the Air Force; and whether the photograph described in the article had been analyzed at FBI laboratories or for FBI purposes. Bufiles contain no identifiable data re Hall.

ACTION:

Enclosed is a letter to Hall pointing out that the article erred and the appropriate officials at the "Detroit Times" have been advised; that Perry asked to be contacted and voluntarily furnished our agents the photographs; and that we turned these photographs over to Air Force taking no further action.
