This Defense Intelligence Agency release gathers Army and Air Force intelligence reports on unidentified flying objects from several countries. It contains translated Finnish Border Guard reports of glowing spheres and lights seen near the Soviet border, a Costa Rica sighting near Puntarenas, and Afghan news items from 1959 on bright objects over Kandahar, Mazar-i-Sharif and Kabul. Other reports describe objects over Kuldja in Sinkiang, China. A 1969 OSI report from Nakhon Phanom, Thailand concludes that a pilot's ground sighting was probably a religious procession carrying ceremonial drums.

# Causó Impresión el Informe Secreto

HA causado viva impresión en nuestro medio el informe secreto de la Aerial Phenomena Research Organization (Organización para el Estudio de los Fenómenos Aéreos), publicado ayer por LA RAZON, acerca de las nuevas apariciones de OVNI. en el hemisferio Sur, especialmente en Argentina y Chile. Como se recordará, es documento formula todo un proceso sobre la actividad cumplida en Estados Unidos en esta materia, al mismo tiempo que revela detalles desconocidos del tratamiento que esta novedad contemporánea, ha merecido, no sólo en el manejo científico del asunto, sino también en la forma en que se ha venido presentando la información al público acerca de ellos. Incluidas sus implicancias de tipo militar y aun diplomatico. El informe comienza por establecer que, por lo menos a partir de 1947, todo lo que se relaciona con OVNI Estados Unidos apenas fue considerado como un amable pasatiempo de sofadorea. La generalidad de los científicos no prestaba gran atención a estos fenómenos y, al menos aparentemente, los militares tampoco. Sin embargo, la situación habría de conmover hacia marzo de 1966, cuando el secretario de Estado, Harold Brown, decidió apaciguar la opinión pública alterada por observaciones de OVNI invitando a los expertos que trabajaban en el proyecto Blue Look a concurrer a una comisión del Senado. Ante el estupor general, el profesor J. Hallen Hynek (consultor del mencionado proyecto) proclamó all su desacuerdo con el informe militar, afirmando que los comunicados de la fuera aérea no reflejaban la realidad. Agregaba que la cuestión no era materia que dependiera de militares, sino que se trataba de una estricta cuestión científica en la que su conciencia le impeda aparecer como rechazando un hecho nuevo de la mayor importancia y en cuya investigación venla trabajando desde hacia 18 años. Ertablecida una aspera polémica entre el mayor Héctor Quintanilla —que dirigía el Proyecto— y el profesor Hynek, el asunto desemboca en la creación de una co-

misión civil de Estudio de los OVNI, ordenada por el gobierno de Lyndon Johnson 8 meses después. Abliertos de esta manera los archivos secretos a todo científico deseoso de controlar lo realizado, poco más tarde presentó el profesor James Mac Donald, de la universidad de Arizona, dispuesto a investigar los antecedentes recopilados. Así pudo descubrir y revelar que el famoso jury Robertson, de 1953, presentado como compuesto por sabios, no habla sido en realidad más que un instrumento de la CIA (servicio de inteligencia), orientado a servir una conclusión que Kynek se habla negado a suscribir: "Los OVNI no existen y hay que educar al público para que tenga la reflexión debida sólo para ver globos condas, bóldos, etcétera". Un examen profundo de los casos estudiados por Mac Donald demostraron que el objeto evidente del proyecto era no analizar las observaciones, sino convencer a los testigos de que no hablan visto nada y persuadir al público que todo era una fantasia. Estupefacto ante este descubrimiento, Mac Donald (originalmente no interesado en los OVNI, puesto que era especialista en fisica atmosférica), realizó numerosos apuntes y solicitó fotocopias, que terminaron con una negativa y la prohibición futura del acceso a los documentos por otros científicos. Cerrada esta vin. la Fuerza Acrea intentió encumendar la tarea a alguna universidad, que no obtuvo a pegar del ofrecimiento de 500 mil dólares, centralizándose la expectativa general en la comisión civil, cuya dirección fue confiada al profesor Edward Condon. Este organismo, sin embargo, no fue integrado con especialistas sino con un equipo de paicólogos, a cuyo cargo está la presentación de un informe a la Academia de Clencias, en settembre venidero, y luego al Congreso de Estados Unidos. Obviamente, se considera que un documento elaborado sin meteorologistas, especialistas en radar, etc.; puede insistir en que todo es consecuencia de un fenómeno paicológico en bloque, conclusión que en medios científicos se ataca denunciando que jamás se ve un investigador de la comisión civil

en lugares donde se apreció la aparición de un OVNI, milentras que menudea en esos sitios la presencia de agentes de la CIA, el FBI o la Fuerza Aérea. Paradojicamente, y al margen del nivel mundial alcanzado por este problema, la cuestión de los OVNI obtuvo repercusiones singulares en la Unión Soviética. Un insólito articulo aparecido en la revista rusa "Joven Técnica" por el soviético Kazantsen y el francés Valleé comenta un caso de observación sobre una base norteamericana de cohetes, en el estado de Dakota del Norte. Esa publicación se ha interpretado como proveedora de la clave para entender la actitud de la CIA y de los serviolos secretos de otros pales, que negó durante 20 años la existencia pública de los OVNI. Esa clave estaria dada por la renuncia a reconocer la existencia de un fenómeno natural o, cuyo control daría superioridad militar aplastante a qulen la poseyera. Concretamente, la observación a que se refiere la publicación se habria registrado el 25 de agosto de 1968, cuando un objeto luminoso fue detectado por los radares bajando y elevándose rápidamente sobre una base desde la cual, en cualquier momento, podrían dispararse cohetes atómicos intercontinentales sobre la Unión Soviética. El informe finaliza señalando que a comienzos de 1968, la situación de los OVNI se caracterizaba por los hechos siguientes: los serviciones socratos pugnan por controlar el problema, contra los científicos que desean intervenir decisivamente; existe interés en desanlmar a los investigadores y mantener ignorante al público y aún al propio Congreso estadounidense; se quiere acallar testigos. En el frente espontáneamente abierto por los científicos particulares, se hace notar que muchos quedaron en el camino por innumerables inconvenientes, ocultaciones, simulaciones y sorprendentes desmentidas, pero va de suyo que muchos otros persisten y se empecinan por develar este misterio moderno que, por momentos, cobra magnitud y reune testimonios en el mejor de los casos de ninguna manera desdenables por la ciencia y la astronomia.
