(A) When questioned about the receipt of this $300 invoice, because Dr. [redacted] thought [redacted] had informed Dr. [redacted] to deduct the cost of these services from his $450 FY 64 balance, [redacted] said Dr. [redacted] had made out this statement before being informed to make the deduction; that we are to ignore this statement and that Dr. [redacted], in fact, is going to make the deduction from the $450 balance. We are going to retain this in our files just for the record. We are not going to pay this particular invoice. (A) 22 May 64
