This Central Intelligence Agency file gathers 11 documents on MKULTRA Subproject 115, dated from 1960 onward. It holds invoice checklists, funding authorizations, payment memoranda signed for the TSD/Research Branch, an expenditure accounting, and a research proposal. The subproject funded a one-year study of the interaction between the mentally disturbed and their environment, costing about $4,085. The stated Agency interest was insight into factors influencing human behavior, and the researchers were to remain unwitting of the sponsor. None of the material concerns UFOs.
AUTHORIZATION FOR: CONTROLLER ATTENTION Finance Division SUBJECT : HUTLM, Subproject 115 Under the authority granted in the memorandum dated 13 April 1953 from the DCI to the DD/A, and the extension of this authority in subsequent memoranda, Subproject 115 has been approved and $4,005.00 of the over-all 160ULENA project funds has been obligated to cover the subproject expenses. This obligation of funds should be charged to Allotment Number 1/25- 1009-1902.
