OSI has used consultants both as individuals and in groups or panels.
Generally, whether used individually or in panels, they have tended to fall into three classes. One class consists of those with high prestige value whose reputations have been useful in adding weight to intelligence positions that otherwise might have been difficult to sell to policymakers. Another class consists of advisers who may generate useful new ideas but usually limit their activity to commenting on what is presented to them in the form of papers or briefings.
