This Black Vault compilation contains a September 1997 reply from the Office of the Assistant Secretary of Defense to John Greenewald's FOIA request, enclosing its UFO records. The enclosures include a Navy information sheet dismissing the Philadelphia Experiment and an Air Force UFO fact sheet listing 12,618 Project Blue Book sightings, 701 of them unidentified. They also include the National Academy of Sciences review endorsing the University of Colorado report and the concluding pages of a 1994 Air Force Roswell report attributing the wreckage to Project MOGUL.

We concur with these evaluations and recommendations.
IV. PAN!l. CONCLUSION
The ranse ot topics in the Report 1s extensive and its various
chapters, dealins with many aspects or the subject, should prove of
value to scholars in many fields. Ita analyses and findings are pertinent
and usetul in any tuture assessment or activity in this field. We
concur in the sugestina that no high priority in UFO
investigations is warranted by data or the past two decades.
We are unanimous in the opinion that this has been a very credi·
table effort to apply objectively the relevant techniques or science
to the solution or the UFO problem. The Report recognizes that there
remain UFO sightinp that are not euily explained. The Report does
suggest, however, so many reasonable and possible directions in which
an explanation may eventually be round, that there seems to be no reason
to attribute them to an extraterrestrial source without evidence that
is much more convincins. The Report also sbows bow difficult it is
to apply scientific methods to the occasional transient sightings with
any chance or success. While further study or particular aspects or
the topic (e.s., atmospheric phenomena) may be useful, a study or UFOs
in general is not a promising way to expand scientitic understandina
of the J)benomena. On the basis of present k:nowledse the least likely
explanation or UFOS is the hypothesis or extraterrestrial visitations
by intelligent beings.
